Expats and migrant workers are two different things. A knowledgeigrant is someone who comes into your country with specific skills, but an expat doesn't always have those special abilities- they're just living here temporarily!
Highly skilled workers are hard to come by in the Netherlands, so employers turn towards knowledge immigration. The highly specialized requirements for this type of laborers make them an attractive option when compared with other types - they offer you more value because your company will be able work with someone who already understands certain tasks from day one! It only takes about 3 months before these professionals secure Dutch citizenship too; meaning all their skillset is transferable right off genesis point- which saves time and money!
Only employers who are recognized sponsors by the Immigration and Naturalization Service (IND) can hire a knowledge migrant. The process of becoming a recognized sponsor is complex and time-consuming, requiring significant effort and financial resources. PAYSE has been a recognized IND sponsor for years and assists entrepreneurs in hiring knowledge migrants.
When hiring a knowledge migrant, you are obligated to pay them the minimum knowledge migrant salary. For 2023, the minimum knowledge migrant salaries are as follows.
Foreign employees often incur additional expenses, such as housing or travel costs. To compensate employees for these expenses, employers are allowed to pay 30 percent of the salary as a tax-free allowance in many cases. This is referred to as the 30% ruling. Knowledge migrants are almost always eligible for this.

Within the European Union, many employers are seeking specific expertise that may not be readily available in their own country. In such cases, employing a knowledge migrant can serve as a solution.
A knowledge migrant is an individual from outside the EU (excluding Romania and Bulgaria but including Norway, Iceland, Liechtenstein, and Switzerland) who is brought to the Netherlands by a company to perform work. Given the highly specific nature of this process, filled with fiscal and legal pitfalls, expertise is of great importance.
As a Recognized Sponsor at the Immigration and Naturalization Service (IND), PAYSE is able to digitally register the highly skilled migrant and expedite the processing of their application. Not only does PAYSE take over the procedure with the IND, but we also handle the administration and employer responsibilities. This allows you to attract highly qualified employees from outside the country borders and enables you to quickly, efficiently, and effortlessly deploy the required personnel.

PAYSE has a close collaboration with Hillbrook Immigration and Maes Law to provide support and handle migration trajectories. Our partners assist as needed in the process of obtaining the knowledge migrant status. Hillbrook Immigration directly engages with the employee in this process to ensure a fast and efficient procedure. With Maes Law, we have a knowledge partner who played a key role in the inception of the knowledge migrant scheme.
Expat students often choose to continue working in the Netherlands due to its attractive job market, good work environment, and open culture. For many expat students, it is a natural progression to stay and work in the Netherlands after their studies, as they have often already built a network and feel at home in Dutch society.
Payrolling can play a crucial role in this, as it provides companies with the opportunity to hire and manage personnel in a flexible and efficient manner. For expat students, this can mean easier access to the Dutch job market and more opportunities to find a job that aligns with their skills and interests.
Without being a recognized IND sponsor, it is impossible to attract a knowledge migrant. This brings us to the most important requirement.
The second requirement is that the knowledge migrant must have a residence permit. In order to qualify for this, the knowledge migrant must meet all the general conditions as well as a number of additional requirements.
In addition, knowledge migrants must receive a market-conform salary, which is determined annually by the government.
As mentioned, PAYSE is a recognized sponsor by the IND, and we are fully familiar with the regulations and procedures regarding the recruitment of knowledge migrants. We handle the entire process from A to Z: for both you as an entrepreneur and for the knowledge migrant themselves.
In addition, we also take care of everything related to payroll and employment contracts. You and your new specialist don't have to worry about it anymore. Moving to another country already brings enough busyness, so let us take care of the numbers and regulations. Besides the pre-employment matters, we also provide guidance during your collaboration in case of illness, from liaising with the occupational health physician to workplace reintegration.

Knowledge Migrant Scheme
The Netherlands has a special knowledge migrant scheme. This scheme facilitates the easier and faster recruitment of highly skilled knowledge workers to the Netherlands for companies.
Simply put, the knowledge migrant scheme relaxes the admission requirements for knowledge migrants. Normally, employees from outside the EU would require a work permit to work in the Netherlands, but for knowledge migrants, this is usually not necessary. Knowledge migrants can also benefit from an expedited admission procedure. However, there are various conditions for the employer and requirements for the highly skilled knowledge migrant.
Not every company can simply make use of the knowledge migrant scheme, and not every migrant from outside the EU is eligible for it. These are the key requirements.
Both labor migrants and knowledge migrants can work in the Netherlands only if they possess the appropriate work permits. There are various types of residence permits for employment, each with specific eligibility criteria and application procedures. As an employer, when hiring a foreign employee, you would need to apply for a residence permit. This may include a short-stay visa, a work permit (TWV), a combined residence and work permit (GVVA), or an EU Blue Card. For more information, please refer to the Knowledge Base page, where the following items are explained in detail.
Recognized sponsor
As an acknowledged reference point, they have several duties. For example, they must report when:
Recognized sponsors can use an accelerated application procedure for a residence permit for knowledge migrants. This means that the IND (Immigration and Naturalization Service) responds more quickly to the application. Moreover, fewer supporting documents need to be sent to the IND, and there is a designated point of contact at the IND.
If you employ a foreign worker and fail to meet all the requirements and obligations, there is a high risk of the employee working illegally in the Netherlands. The Dutch tax authorities can impose significant fines for this. Many companies that want to avoid financial and legal risks but still be a good employer for the knowledge migrant choose to process the employee's payroll through PAYSE.
